We are currently looking for a Senior Estates Officer to join our team. 

An opportunity has arisen within the Strategic Property and Valuation Team for an enthusiastic individual who ideally has experience of working within the public sector. 

This is a great opportunity for someone with an undergraduate degree in a property discipline or someone with an RICS accredited post qualification diploma, who is looking to develop their skills in a busy multi-disciplinary team.   It is also an ideal opportunity for a candidate who has experience as a general practice property surveyor and who is working towards or has achieved full membership of the RICS.

Working under the Principal Estates Manager, the successful candidate will be part of small team of property professionals and expected to provide professional Estate Management and Valuation advice, whilst also assisting the Council with the management of its substantial and varied land and property portfolio.

The successful candidate will act on behalf of the Council when negotiating and implementing various property transactions, including: lease agreements, lease renewals, rent reviews, acquisitions and disposals. 

The successful candidate will be responsible for – Under the direction of the Principal Estates Manager, to assist in the provision of a professional Property and Valuation Service for the Authority’s property portfolio and help ensure effective service delivery when achieving the Corporate programmes and objectives. 

The main duties of the post;

To assist in the management of the Council’s property portfolio, which encompasses commercial, industrial, recreational, agricultural land and land awaiting development.

• To undertake negotiations of lettings, leases, licences, rent reviews, easements and wayleaves, including the day-to-day management of workloads.
• To undertake rating, asset and insurance valuations, conduct negotiations and provide professional advice.
• To undertake acquisitions and valuations, both by agreement and via Compulsory Purchase and disposal of land and buildings on behalf of the Council. To include those under the Leasehold Enfranchisement Legislation.
• To identify opportunities for property disposals and income generation.
• To assist in preparing and delivering annual asset valuations in compliance with International Financial Reporting Standards (IFRS).
• Assist with property-related matters that support community objectives, such as negotiating the transfer of assets to community organisations.
• Maintain and update property records using property management systems.
• Prepare detailed reports for senior management and committees, outlining options, risks, and recommendations for property-related issues.
• Handle disputes relating to property ownership, boundaries, or contractual issues, providing recommendations for resolution or escalating complex matters appropriately.
• To assist in the day-to-day management and monitoring of the portfolio, including income and expenditure budget, to ensure the Council’s financial objectives in terms of rental income and capital receipts are met.
• Represent the Council in property discussions with external stakeholders, including developers, statutory bodies and community representatives.
• Provide professional advice on compulsory purchase orders (CPOs) and other statutory procedures.  
• You will have experience in/of -
• working on a wide range of land and property management, disposal and acquisition related issues.
• Negotiating high-value property deals.
• Working with external partners.
• Working in a multi-disciplined environment.
• Evidence of preparing and presenting reports to senior management and committees.
• Working within local government or a similar public sector environment.
• Rating, leasehold enfranchisement, and compulsory purchase procedures.
• Handling disputes and resolving property issues

 Ideally you will have;

• An undergraduate degree in Estate Management or equivalent with substantial experience working in a property environment.

OR

• Achieved a Royal Institution of Chartered Surveyors (RICS) accredited postgraduate diploma or is currently registered and working towards completing an RICS accredited APC route, with substantial experience working in a property environment.
