Location of post: Neath Civic Centre, Neath, SA11 3QZ. (This post will involve regular travel around Neath Port Talbot)
The creation of the Housing and Communities Department in 2023 and the launch of our Housing and Homelessness strategy in 2024, provides an exciting opportunity for a highly experienced candidate that has the ambition, energy and drive to establish and lead the Strategic Housing Team.
This will be a new Team and alongside having responsibility for bringing this Team together, the Post Holder will be required to provide strong leadership in order to deliver the Councils strategic housing objectives. These objectives will include delivering the Rapid Rehousing Transitional Plan and the priorities set out in the Housing and Homelessness Strategic Plan. Copies of these plans are included in the job pack.
Successful achievement of the Department’s aims will involve the post holder developing close working relationships with the PO for Homelessness Services and the PO for Commissioning, it will also involve a high degree of cross-directorate working with our partners in Planning, Environmental Health and Estates.
The ability to form strong and productive relationships with a wide range of partners such as Registered Social Landlords, Private Sector Landlords, the Third Sector and people with lived experance will be essential, the post holder will also be responsible for representing the Council in meetings with Welsh Government Officials and Elected Members.
Alongside having significant experance and expert knowledge of matters relating to housing strategy, the candidate will need to demonstrate successful delivery of complex work programmes, financial management and data analysis. Candidates must be educated to degree level and either have a postgraduate qualification or be prepared to work towards a relevant postgraduate qualification on appointment.
The ideal candidate will be able to demonstrate high levels innovation, strategic thinking and self-motivation, with a ‘can-do’ attitude. They will have a background of working in a housing, homelessness or policy development environment, alongside substantial experience of working at a managerial level in delivering homelessness and/or housing services.
